With a total or near total breakdown in civil society and a lack of policing I can see the gangs begin to go at it big time. Eliminate rivals and settle grudges. Lots of that. And gangs too will become an arbiter in local "community" [negro] disputes. Mafia like dons settling disputes as would the local mafiosi in Sicily. We are in for a long ride.
