ATR: Yeah, but they're all too common in prisons.
What this innumerate dolt needs to make explicit and not implicit is "disparate impact." That's what he is trying to say, but cannot bring himself to do so.

Right. They need big strong negro men in the colored schools as teachers. Able to slap the shit outta the disobedient colored kid.
