There was in incident like this in D.C. many years ago.

An employee or family member of a diplomat from the Republic of Georgia was driving drunk in Northwest D.C. when she hit a bunch of cars stopped at a red light.  At least one death ensued and I believe the perp fled to the Republic of Georgia.

Diplomatic immunity.
