"Andrews, who told booking deputies last year that he uses meth and fentanyl daily and was homeless, is charged in separate attacks on three women on oct. 24, 2021, march 29, 2022, and oct. 1, 2022. each of the women also was homeless at the time.
"the women reported the attacks within hours or days, had visible signs of being choked, scratched and bruised and submitted dna samples for testing, prosecutors said in an affidavit.
"but Andrews wasn’t charged until last month. a portland police bureau spokesperson said investigators worked assiduously to gather evidence and build the strongest case possible.
“'in no way should the time between the assaults and arrest suggest inaction by our detectives,' spokesperson Mike Benner said in a statement. 'they spent a tremendous amount of time just working to locate the victims and encourage them to cooperate in the investigation.'”
“Multnomah county circuit judge David Rees last thursday ordered Andrews held without bail. U.S. marshals arrested Andrews in portland april 24.”
N.S.: It is absolutely the case that the time between the alleged rapes (2021) and arrest was due to inaction by the ppb's detectives, and Multnomah county prosecutors. Had Andrews been White, they would have arrested and vigorously prosecuted him, back in 2021.

Guy was out on the streets for a couple of years after the first rape. Article states the women reported the rapes immediately but the police spent a tremendous amount of time locating the victims and getting them to cooperate.
How hard would it be to find these women if they reported the crime immediately? They were camping downtown right out in the open and most homeless are men. It would be easy to track down the single female campers and if they were willing to report the rapes immediately then why would the police need to persuade them to cooperate? How long would that even take? Possibly they were worried about the perp hearing them testifying against him and exacting revenge but that's because the cops were letting him run loose on the streets.
Did he commit any other crimes during that time? Some White women are reluctant to report sexual assault, especially when black men do it.
Jerry: The cops' spox, Mike Benner, can't keep his lies straight.
