N.S.: Note that people from ther neighborhood said the perp is "well-known," not that he's notorious. They didn't seem terribly outraged. What about "the children are the future"?

Most crime is to get some kind of gain, money or property. That's the motivation. Could also be revenge for some kind of "diss". Or sex or relationship related.
Some may be random trouble making. But that is normally a small percentage.
When there is no such obvious motivation it's natural to wonder about mental illness.
Either way you gotta get people like that off the street and lock them up.
MICGA = Make involuntary commitment great again so to speak. Could also be done for public nuisances like the homeless, drug addicts, vagrants. Send them somewhere so they don't spoil everyone's quality of life.
