In that, we have proof of something that many people were saying during the whole thing:
De jure "eviction moratorium" was really a de facto rent moratorium.
The reasoning should be obvious.
I also now tend to think it's why certain people want the Covid thing to continue for as long as possible, because they were benefiting from its existence. Namely, they were happy they didn't have to pay rent or student loans.
