Of course Carranza 'waived protocol' for these favored new hires - just as Marxist DeBlasio clearly waived protocol in the hiring of this Mexican - as he has for every other major appointment in his administration.
The NYC Dept of Education manages the largest school system in the nation.
What are Carranza'a qualifications for the job of Schools Chancellor?
He obtained his Education MS degree part-time while working in a Mariachi band, and 'did some course work towards a PhD degree' - but never obtained it.
This would be the first time in recent history that such a major qualification was ignored.

If you look at the total pattern to date of all DeBlasio's major hires, the most important overriding qualification in each case appears to have been 'diversity'.
In the case of the Nigerian head of the embatled houseing ('projects') agency 'NYCHA', the woman had ZERO direct experience in this type of management.
Less than a year later she was openly lying about 'safety protocols' that she claimed had been put in place, about the number of completed apartment lead paint safety tests, while each complex manager was instructed to put into place an 'emergency inspection' protocol before Federal HUD inspectors appeared at the door.
Weeks went by before she was finally forced to leave - without a word of apology from her, or the POS who hired her - nothing.
Thousands of children were - and continue to be - exposed to lead paint, while Big Bird dawdles in delusion in Iowa. Fuck them.
