Hall earned a bachelor's degree in criminal justice at Grambling State University and a master's degree in security administration and intelligence analysis at the University of Detroit Mercy.
Before taking over the top cop spot in Dallas, Hall had served as the deputy chief of police in Detroit since May 2014.
Hall is a huge advocate of neighborhood policing. Detroit's crime rate saw a double-digit reduction for three straight years in Hall's neighborhood policing bureau.

Which black will they replace her with?Whites can't possibly be considered to be in line for these positions anymore.
Who is making the decision for choosing the next Dallas police chief,is the second question.
In Grand Rapids,Mark Washington,a black city manager--just appointed last year,after being imported from Dallas,coincidentally--has been busting white cops balls since he took the job.HE will pick our next police chief.
Here are the three finalist:An out of town Polack,an out of town Eye-talian and local Deputy,Eric Payne(fat and black and a shoo-in,in my book).
Once a black city manager is installed(by white politicians,here in GR),the black dominos start falling.Eventually,the white pols will be replaced by blackies to complete the insane decision making by lib whites.
Can't they(white libs) see the future?Can't they see,to keep their jobs,they need to cater to whites and make moves that support whites--and themselves?
