How quickly the veneer of "being civilized" is shuttered by unforeseen events and the lowlifes who wait for these opportunities to swoop in make a bad situation even worse. That is,lighting more fires,robbing and who knows what else.

The police are lucky to get 20% of the criminals committing the carnage.
