I am assuming that any potential employees will have to undergo a background check and drug test. Failing either one and no employment. Removes a lot of persons from the potential employee pool. Same as with casino they build in a "depressed" are. Drug test and criminal background investigation. The casino take a sample of your hair which shows all historic illegal drug use.
