General incompetence of the governmental employee. Forget or just ignore a basic. Later the chickens come home to roost. Police too.
Reading the details it sounds as if this is some sort of Middle Eastern honor stuff, the accused supposedly confronting the victim about sex and drugs with the sister of the accused.
Middle Easterners too are classified as white for police statistical record-keeping purposes.
