As recently as the mid-1990s, California public schools produced standardized student test scores among the highest in the nation.
By 2019, California’s Hispanic and black students, who now comprise a majority in public school grades K-12, appear lacking in the expectations voiced by the University of California-Los Angeles’ Marcelo Suarez-Orozco, quoted above, in 2015.
Fewer than 19% of Hispanic 8th graders, and less than 10% of black 8th-grade students, were deemed “proficient” in core subjects as judged by the National Assessment of Educational Progress.

California Governor Gavin Newsom, in detailing his 2020 budget in Sacramento yesterday, thinks he sees a way out of the educational doldrums, though it’s little different from efforts tried by previous Governor Jerry Brown: He’s to toss more money at it.
Newsom will provide a $20,000 annual bonus to public school instructors who agree to teach at “high needs” [N.S.: read: ghetto] schools over five years. It’ll cost $100 million annually, and is “a commitment to reward those teachers for doing the right thing,” the governor said.
Never mind that discipline has collapsed in many such schools, and the state legislature voted to make it nearly impossible to suspend or expel a student of color beginning this fall.
Brown previously put programs in place to provide state tuition to undocumented students for at least one year at public colleges, and Newsome announced a renewal of that policy.
Further, while blanket state health care is in place for more than 90,000 illegal aliens aged 25 and younger, Newsom will expand the plan to a markedly more expensive demographic - those 65 and older. Newsom claims it’ll be needed for 27,000 individuals, and cost $350 million, but that’s likely to prove wildly underestimated.
California Democrats, who hold a supermajority in the legislature, are expected to rubber-stamp Newsom’s plans in the coming weeks.
Lastly, One California, which provides free legal assistance to those facing deportation, is renewed for 2020.

Look the other way--let your country be taken over.France,Italy and Germany have signed up.Some states in the US have joined the "Suicide Your Nation" club.
This can only be mass insanity for our(still mostly white) government officials and their followers to be in favor of flipping the United States from white to black/Mex/Muslim.

Black and brown students "lacking in expectations" and always will be.
When people used to say that trends began in California (environmental concerns, health consciousness, lower smoking, etc.), it was a good thing.
Now not so much.
