Both US, Russia and I'm sure China too have been working on it but since we're all dependent on satellites for communication, it would be just as crippling for them as for us to knock out them out. The article says the Russians are "less" dependent on satellite tech. and maybe so in some ways but that doesn't mean it still wouldn't be disastrous for them to lose it also. Whipping up fear over the Ukraine conflict, that's all this is.
