Today’s Wall Street Journal: The Supreme Court found that Texas’s state-court proceedings were flawed by the testimony of psychologist Walter Quijano, who offered evidence that blacks are more prone to violence than members of other races, etc. and that blacks and Hispanics commit a disproportionate number of violent crimes.

It is not only the amount of crime committed but the nature of the crime. The rape of the 95 year old woman and then beating her to death during a robbery where the bad guy only got $6 and then bought a six-pack of beer with the loot. Minorities just do it more often and worse more often. Heinous or egregious offenses, aggravated.
