How is the Los Angeles Public Schools’ Policy of No Longer Suspending Students for “Defiance” Working Out?

“Defiance” means misconduct like cursing out a teacher, refusing to follow orders, including taking a test or writing an essay, etc. And when one student gets away with defiance, other students inevitably follow his lead.
