Another option to black cops killing black criminals is corruption takes over the black police department(which usually happens in black controlled government-see Kwame Kilpatricks administration in Detroit).The black cops will weaken under social pressure leading to a Mexico style anarchy.Police start to look the other way, become abettors and criminals as well.If it isn t happening already, it won t take long.
