Looks like to me it's more like the BUTT of its jokes.
It is the politicians that have turned these creepy criminals aloose on citizens. Of course these creepy politicians have their well armed body guards, so they and their families don't have to worry about being forcibly touched. Them and their guards are paid by the citizens they so terribly despise.
