Those sections of the border needed to be guarded and Border Patrol authorized to use lethal force at their discretion.

https://www.youtube.com/watch?v=36kXjJZ0mMU This video shows drug smugglers effortlessly climbing the wall with packs (probably containing drugs) on their backs. Look at the fences in Israel and Eastern Europe--they contain massive amounts of razor wire. By putting many coils of hardened razor wire on both sides of the wall, cutting through or climbing over would be greatly slowed. Any barrier can be breached with the right equipment. The idea is to slow down the illegals enough that the Border Patrol can respond to detectors and get there to stop them. Of course if the Border Patrol--or helicopters--arrived shooting so much the better, but that is too much to hope for.
