Amazing it doesn't happen all the time--everyday.No one is arrested or punished--and I believe a money emount exists at $1000--where if you steal less than a thousand dollars of merchandise,it's okay.

Correct. Steal less than $1,000 and they probably won't charge you. I guess the best you can get some of them on is participating in a mass riot.
