I have never understood why women wear low cut blouses and then act outraged that men look. One of the strongest biologic urges men have is attraction to women's bodies. If you don't want men to look, don't show it off--wear a modest blouse. Civilized men have an obligation to control themselves and not touch or rip a woman's clothes off (unless she wants him to). But to stick something right in front of his face and expect him to close his eyes is too much to ask. Stop playing games--you can cover it up or show it off, but you can't have it both ways.
