What Rahm needs to do,is count all the blacks in Chicago and then hire enough police to achieve a 1:1 ratio.One policeman for each black in the city.That should do the job and cool their heels...lol.

They will hire new police but I doubt other than only a few will ever make it onto the streets. Most will have desk jobs and cushy positions.
