It looks like Banks sought to topple Bratton by quitting, either on his own, or in collusion with a third party, whereby the candidates for that party would be, in order of likelihood: 1. Chirlane McCray; 2. Al Sharpton; or 3. Bill de Blasio.

Now, I despise Bill Bratton, but he appears to be the only player in this drama who cares at all about enforcing the law. Banks is a black power guy.

(Bratton made a negative impression on me from the get-go, going back over 20 years. On top of that, he’s a shameless social climber, as his ghostwritten autobiography, Turnaround, inadvertently attests; and he tried to ruin me as a journalist back in 2007, when he was LAPD chief, by having his chief flack send my VDARE editor Peter Brimelow a poison pen letter, in which she did not identify herself professionally, in retaliation for my having exposed Bratton for violating not only federal immigration law, but the LAPD’s own illegal Special Order 40.)

Outgoing NYPD Chief of Department Philip Banks III said Sunday night that his abrupt decision to leave the force stemmed from a failure to "bridge that gap" with Police Commissioner William Bratton over new responsibilities.

Bratton had proposed that Banks, a 28-year veteran, be promoted to first deputy commissioner, or second in command. Banks instead resigned from the NYPD Friday.

"In this case, while serving as First Deputy Commissioner would have been an honor, I felt that the position would take me away from where I could make the greatest contribution: the police work and operations that I love so much," Banks said in a statement, his first extensive public remarks on his departure. "While Commissioner Bratton and I both made good-faith efforts to bridge that gap, we were not successful."

Banks also urged the public to support the "finest police department in the world."

His statement came after Mayor Bill de Blasio and Bratton called a news conference at Gracie Mansion to rebut a news report of acrimony between City Hall and the police department as untrue and "fabrications."

"Those falsehoods don't take us forward. They attempt to take us backward," de Blasio said. "But I'm not going to be distracted. Commissioner Bratton's not going to be distracted. NYPD's not going to be distracted."

The NYPD lost its top-ranking Latino and black officials when First Deputy Commissioner Rafael Pineiro retired Friday and Banks resigned. Bratton said he would prioritize diversity after first ensuring his appointments had the "ability to do the assignment."

[That’s a contradiction in terms. If you ensure that “appointments [have] the ‘ability to do the assignment,’" then you can’t “prioritize diversity,” which requires hiring incompetent colored people/females/homosexuals.]

"NYPD is more that [sic] just one person," Bratton said.

[Those words could come back to haunt him.]

According to a news report, first lady Chirlane McCray was angry at de Blasio for the loss of Banks and for choosing Bratton as commissioner [in the first place]. De Blasio criticized Bratton for not catering to Banks, according to the report.

De Blasio said he has "absolute confidence" in Bratton and said they are constantly in consultation.

Bratton called his relationship with McCray "strictly social" and said he has "great latitude" in selecting his staff. Bratton said he will name Banks' replacement Wednesday and will announce other police promotions Monday.

Philip Banks, the NYPD’s highest-ranking black officer, abruptly resigned Friday, throwing the police department’s top leadership, at least for now, into disarray.

The decision by Banks comes six weeks after the department’s highest-ranking Hispanic officer, Rafael Piñeiro, was forced to retire by Police Commissioner Bill Bratton.

Banks, who had served as chief of department, the NYPD’s highest-ranking uniformed officer, was to have been “promoted” to first deputy commissioner on Monday, succeeding Piñeiro.

Banks’ sudden decision to step down followed a Friday morning meeting with Bratton, who police sources said had promised Banks he would enlarge his role as first deputy commissioner from that of the ceremonial position it had been under Piñeiro and most other first deputies.

Banks, a 28-year department veteran, had been reluctant to take the first deputy job, fearing he would be marginalized, the sources said.

Both Piñeiro and Banks, who had been appointed chief of department by Bratton’s predecessor Ray Kelly, had been contenders for Bratton’s job as police commissioner. Although Bratton has maintained that retaining both men as top-level appointees was his choice, they had apparently been forced upon him by Mayor Bill de Blasio.

Police sources said Banks, in particular, was the favorite candidate of de Blasio’s wife, Chirlane McCray, who appears to be playing a larger role in city government than previous first ladies.
