Perhaps it's not incompetance but idealogues doing what they do.
Obama aide Dr. Ezekiel Emanuel (Rahm's bro) got an opinion piece published in the Journal of American Medical Association that lays out their egalatarian world utopian goals.
In it he says that all people are entitled to the same education, healthcare and other social resources, regardless of where they live. In other words, they want to abolish borders. That's probably why they don't want to enforce a quarantine on west Africa.
Maybe they think Americans will get properly inspired to find a cure or vaccine only if our hides are on the line.
