YEP, that is the Lower Ninth Ward. I think also called Gert Town. Very dangerous place even before 2005. So hot and humid in NOLA. That is the reason why people shoot one another. Of course.
I can remember quite well that Englishman on the BBC watching the scenes from NOLA in 2005 and saying: "this looks just like Africa". OH, YES. Well, some places in American do just look like Africa.
That weather happened almost ten years ago. Hundred of millions of taxpayer's dollars have been pumped into NOLA and many do gooders have donated their time and money to clean up and build houses and then give them to those people. Okay I know Nagin, the black mayor, diverted a lot of tax payer's money for his private use, but he won't be able to spend that until he does his time in prison first. I think I know the problem in NOLA there is a lack of diversity there.

More than likely they just never bothered to buy home owners insurance, even if they had the money. Just did not care.
