I don't see how Adams can succeed.

Once a migrant is admitted while waiting for an asylum application to be processed, I think they are free to move about in the country. I don't think there are any geographical restrictions on them. So in that sense it makes no difference whether they are sent there or go there on their own.

But you never know.

Adams should get the migrants to accept voluntary relocation. Some of them, perhaps a significant number, would take that offer. How many have any sort of connection to NYC?

The ones arriving in NYC no doubt gave their approval for the trip, or maybe some even traveled to NYC on their own, perhaps with money from an NGO.

I doubt Adams could forcibly relocate them. Some NGO would sue and NYC would be forced to provide for them.

People need to understand the comprehensive, insidious danger the asylum system poses.

Whether a state law forbidding such movement is allowed in the context of federal law--and receiving federal funds if the state enacts such law--is the question.That means,the only way to stop such immigration to come to your state is either illegally(under federal law)or secession.In government,there are always nuances allowed to settle such conflicts,but that's basically how I see it.
