N.S.: Folks who live outside of Maryland and environs, refer to “Baltimore City” simply as “Baltimore.” However, in Maryland and environs, one speaks of “Baltimore City,” in order to distinguish between it and “Baltimore County.”

The situation is worse in places like Baltimore because of "flight". More capable Whites and Blacks leave. The worst Blacks, the least intelligent and least capable of living in a first world country, are left behind.
But in general very few Blacks can be educated in a typical academic setting, and it is pointless to continue trying to teach them things like math. Only a minuscule number of Blacks have an IQ of 115 or above, which is about the minimum you need to do well at a university and enter professional school or have a professional career.
The willful dishonesty about racial biological differences is destroying the West. The media is primarily responsible for this. They have a moral panic attack every time the subject is raised, and will destroy even someone like Nobel Prize winner James Watson over it.
Writing for the NYT, Amy Harmon, a disgusting bitch, waged what amounted to a personal campaign to sully the reputation of Watson and harm him personally and professionally because he stated the obvious fact that there is lots of evidence from the quantitative social sciences showing that on average Blacks are less intelligent than Whites, and this result both explains a lot about discrepancies in economic status, and is not fixable.
Note the malevolence and arrogance of this NYT piece by her. She is not alone to blame because editors approved this and the NYT published it.

Why did Watson have to "salvage his reputation"? Because Harmon and the NYT waged a campaign to destroy him personally and professionally after he said testing showed Blacks are not as intelligent as Whites on average.
How did he "make things worse"? By continuing to tell the truth about that.

Spiteful midwit women who work in the media and seek safety in conformist opinions endorsed by state power are much more likely to engage in this kind of personal defamation campaign. It's similar to the back-stabbing women often do to each other. It's part of their character.
Race realism may be the most censored topic on social media.

And in the meantime is a source of great harm and suffering among individual Whites forced by circumstances to live among them, meaning Blacks who do not belong in Western civilization. Over the years the human cost of this has been enormous.

I don't know about anyone else, but my suggestion is what I will call the White Cloward–Piven strategy:

Government at every level is anti-white, especially the federal government. Government policies that themselves may not on the surface seem explicitly anti-white have been in any case directly harming the interests of Whites for decades. Lately government, including the courts, has become explicitly anti-white, and is driving the country over a racial cliff.
If only 10% of white men would stop paying the federal income tax, the system would be in serious difficulty. They could not go after all those millions of white men.
If 20% would do the same, the system would quickly collapse.
Every intelligent person can see that this system cannot endure. Some kind of acceleration event (preferably not a war with Russia or China, which looks like what they want) is needed to trigger a cascade and turmoil leading to a major upheaval which will present an opportunity for a real "great reset".
That would be fine,except for the factor of organizing the numbers of Whites necessary to achieve your goal.I also wonder whether the Fed could--in a pinch--gloss over the shortfall with creative bookkeeping or money printing.
In government,there always seems to be a way to kick the can down the road.
Plus,even with organization
and promises to not file,a percentage would not follow through--ruining it's chances.

The other half of the students hopeless in other subjects too. No hope for the hopeless.
And of that 7 % proficient probably at the most least level of proficiency.

2. Voluntary sterilization with incentive.
Say for a 21 year old welfare mother of four if she sterilizes herself and her charges all of them at a single pop then the welfare mother gets $500K and tax free.
