Used to be that fans of black violence had to journey to black areas and visit fast food joints, bowling alleys, etc. to see the sport. But now the middle and upper class on cruse ships can have the jungle brought to them. How convenient! Where will black violence spread to next--expensive resorts?
Captain can have security detain but not arrest. Sail to the nearest port and have them charged.
