I can remember a time in the '70's, where if anything like this happened in ANY neighborhood in NYC - particularly working class Queens, Brookly, Bronx - that within 10 minutes word would go out (no cellphones needed), and a dozen men with bats would have cleared this black-clad human shit out of the intersection in seconds.
Here you see middle-age fucks who regard 'documentation' as more important than putting their shit down, and making clear a way for these seniors to walk.
