The difference between Kemp and traditional Democrats was that he favored low taxes, high spending, and black racial privilege, while they favored high taxes, high spending, and black racial privilege. However, Kemp’s heyday was the same as that of Bill Clinton, who was the most parsimonious president since Ike. When you compare the two, Kemp was more of a Democrat, and Clinton more of a Republican.
