A man was fatally shot near a bus stop in White Oak, Md., this morning, officials said.

At 6:48 a.m., Montgomery County police responded to a shooting near a Metro bus stop in the 11400 block of Stewart Lane, police said.

Franklin Ikechukwu Amobi, 24, of the 11200 block of Columbia Pike in Silver Spring was pronounced dead on the scene, police said.

The victim was a well known local rapper, who called himself Frank Diggy. His family and friends said he was getting into his car, on his way to work as he did every morning.

Resident Sentos Bangura was confused by the sound of the shooting this morning.
"I said, 'Could this be a gunshot sound, because I have not been hearing that since I came here,'" Bangura said. "To be hearing it this morning, it was strange."

Bullet casings littered the street as police worked to determine whether the shooting was a random act of violence or intentional.

[N.S.: Could one of my readers please translate the foregoing sentence into English? Does it mean that bullets may have decided to fly through the air, willy-nilly, or that they may have chosen to kill the victim?]

No one is in custody and no other information was immediately available.
