The perp started screaming at the vic, in preparation for killing him. Hopefully, the vic will survive, and the cops will do the job they're paid for, and take the perp off the street, after the thousands of free crimes they've already issued him.

The story doesn't say if he's an invader--but over the last many years,he's definitely been "illegal".
