The white utility men are probably hated for being white men. Sounds just like New Orleans during Hurricane Katrina.
Come to think of it, plenty of the New Orleans "public" left NOLA for Texas after Katrina. Houston was one of their destinations.
After saying he must choose his words carefully, the utility worker in the shorter video eventually says, "You can enjoy your darkness." Smart guy. I think I get what he really means.
This happened in Chicago in the late 1970's. Chicago enormous repeat snowfalls the response to bring in snow removal personal and equipment from Canada. Operators reported receiving gunfire from the Robert Taylor Homes project.
I guess on the bright side more or less anyone an out-of-towner receiving fire from the projects.
