Tessa Farrell then made an emotional plea for changes to be made “as a community” regarding rising crime.
“These criminals can’t keep being on the street and they can’t keep being sent back and have no repercussions for their actions,” Farrell said.

GRA:The odds of catching guys in masks at 3:30 in the morning is zilch.It wasn't their first converter theft--more like their 50th--and they're not in prison yet--even after murdering someone--and they won't be.
Besides,it's "racist" to put blacks in prison for committing theft and murder.
