Police Use Insufficient Force, and Get Away with It... This Time

A.L.: The forbearance of the police in this instance is just amazing. That bad guy fleet afoot and taunting the cops as he leads them on a chase. Any time you produce a firearm you are telling the other party you are intending to kill, even if the slide to the rear. The bad guys know full well that the cops hesitate to shoot because of the adverse publicity.

N.S.: Those inhibitions, which issue in the insufficient use of force, are going to get a lot of cops killed.
