H-E-B is a San Antonio-based chain of grocery stores; the stores are ubiquitous here in Texas, and prized by consumers.
Why would a family living in Section 8 housing steal from a supermarket? Was her mother not aware that dairy products in supermarkets are WIC (Women Infant Children) eligible? That is, subsidized? And what about food stamps for other food items?
Her family sounds like a Roma [Gypsy] family.

Mexico is a caste society. There is a class of very low born Mexican who is indistinguishable from the African in terms of welfare dependence and property crime. They seem less violent, but I'd be interested to have actual data. Whenever you see Mexicans and Africans together, you're seeing this low caste. High caste Mexicans are white and the middle class aspires to be.
