D.C. apartment building is a pig sty, but why?

"anc commissioner Salim Adofo represents this neighborhood. he said he wants to clean house.
"'these conditions are just completely horrible. it's unfit for a human being to live. we want to make sure the people who own this property could be held accountable,' Adofo said. 'this is a public safety hazard. this is a health hazard. this is unsatisfactory. no one can live in conditions like this.'"
N.S.: The problem is that the conditions are those created by the tenants. Maybe not all of them, but enough of them. abc news operative, Christian Flores, and the apartment-dweller who spoke to him, Evelyne Tolbert, both act as though the "filthy conditions" were something that the landlord inflicted on the tenants.

Seven years ago--I kid you not--I lived next to nigs and one didn't know how to put trash in the trash receptacle. He put it on TOP.
I was out taking mine down.
His receptacle wasn't full. Afterwards,he said,"Is dat how you do it?"
I had them evicted shortly afterwards(for storing hundreds of bags in the garage.)
