Unfortunately driving on I-5 in downtown Seattle a few years ago, my wife and I saw a woman doing the same thing right alongside the freeway--in full view of all the passing cars. It looked like a White woman.
A friend of my wife saw a woman doing it in the aisle of at train in China, and Chinese tourists have been known to do it in department store dressing rooms and other places.
