In Alan Levine's book, The Soviets' Greatest Gambit, which we just reviewed, he writes that the Kennedy brothers tended to fabulations. This extended to forcing subordinates "to pretend to believe things that were obviously not true."
Biden is even more blatant in this regard.

He may fantasize/believe he's Trump...or Obama...or a movie star.
