Why is Harrell being singled out for this incident? Similar phrases are uttered all the time at White players--plus intentional injuries and assaults.

Anyone who has ever had the misfortune of living for any length of time in a 'vibrant' neighborhood - or close to one - will learn this undeniable fact relatively quickly.
Blacks are perhaps the most viciously racist people in the US: observe their young children, listen to what comes out of their mouths - see the results of their 'parenting'.
Almost all the urban attacks on Chinese (or any Asian) since the start of the COVID epidemic, have been at the hands of blacks.
The greater their majority in a particular neighborhood, the more obvious, open and blatant this discrimination will be.
There's a reason that John Derbyshire mentions the following directives in his 'The Talk: Non-Black Version' (2012):
(10b) Stay out of heavily black neighborhoods.
(10f) Do not settle in a district or municipality run by black politicians.
Unfortunately, as time - and seemingly growing black control of local municipalities increases (top to bottom - as constantly posted on the Stix blog) - these options become harder to adhere to.
The results (as seen with the poor 17 yr old girl recently shot dead for nothing) continue to be deadly for whites.
If the Democrats win the 2020 Election, things will get incrementally worse, at a logarithmic rate.
This is for decades. Negro trash talk is THEIR talk.
