Ought to be so. The 1918 pandemic American Samoa was under quarantine. Neighboring British controlled Samoa not under quarantine. American Samoa almost no deaths. British controlled Samoa many deaths.
The problem is that quarantines are VOLUNTARY for US citizens and permanent residents. So the thousands of Chinese that the usual suspects (Amazon, Microsoft, etc.) employ will, if they have residency, only be asked to voluntarily quarantine themselves. Given that Chinese routinely cheat and break any laws they can get away with, expecting these people to inconvenience themselves by self quarantining is foolish. As long as it doesn't hurt them, they will not care if they risk infecting Americans.
A more sensible announcement would be:
"The US declares blacks and Mexicans a public health emergency--orders quarantines (prison)for all."
I'd feel better.
