WSJ reported that this was an effort to court the black vote.
Trump campaign is running ad bragging about letting felons out of jail.

I remember when Hannity was pushing Alice Johnson's release--lots of "white washing"(so to speak)of her drug crimes.
"This is a humane thing President Trump is doing."
I know what it's all about--the signing of prison reform,Kim Kardashian's appearances etc--so Trump can say to blacks:"Look,I did this for you."Totally political.
He thinks he needs SOME black votes to win in November.I'm not sure if they matter--he didn't need them in 2016--as long as they stayed home.
Letting (black)felons out early(for any reason) is always a mistake--period.
