It's from The Social Contract before I was reading it. By Ira Mehlman, one of our best writers (the actual author of John Tanton's "The 'Puppeteer" Replies" rejoinder to the SPLC).
It's interesting that the Saturday Evening Post was making arguments to retain the national-origins quotas in 1957, but they had changed their tune by 1964.
