"On the night that Bowman was pulled over for “improper lane usage,” Brown came upon the scene after deputies had forcibly removed Bowman from his vehicle and taken him to the ground in the driveaway of his Monroe home."
What is "improper lane usage"? Some ticky tack thing already had Bowman annoyed?
The victim Bowman was already in his own driveway where other cops already had him out of his car and on the ground.
"Video and police records show he beat Bowman 18 times with a flashlight in 24 seconds.
“I’m not resisting! I’m not resisting!” Bowman can be heard screaming between blows."
So the cop named Brown was not even the one who pulled Bowman over. He arrived later after the victim Bowman was already on the ground. Then Brown beats him with a flashlight.
If Bowman was already on the ground, and other cops were there, why did Brown beat Bowman with a flashlight?

Is it SOP for cops to beat civilians with flashlights? It's not clear at all that it was necessary to beat Bowman with a heavy flashlight bad enuf to break his jaw, wrist, and ribs.
But it is clear that it is not a good idea to give cops carte blanche to use as much force as they want, no questions asked.
It's also clear the feds were harassing Brown by bringing federal "civil rights" charges against him. Had a black cop beat a white guy they would not have done that. Everyone knows it.
Wasn't at the trial, so cannot say what the totality of the evidence was.
But cops cannot go around beating on people with flashlights and badly injuring them, no matter the provocation, and expect it to go unexamined.
