    It means that all of the criminal actions in and around the twin cities have been organized by an ongoing criminal conspiracy (the signal chat group). The new part is that one of the conspirators is minnesota lieutenant gov. Peggy Flanagan.

    "I have infiltrated organizational signal groups all around Minneapolis with the sole intention of tracking down federal agents and impeding/assaulting/and obstructing them."

    He can't write. He's saying that his intention is to "track down federal agents" etc. He should have written it: "I have infiltrated organizational signal groups all around Minneapolis. These groups are intent on tracking down federal agents and impeding/assaulting/and obstructing them." Or something like that.
