S.F. parents question why police can't arrest a man captured on video exposing himself to children
"parents in San Francisco's Castro neighborhood say city police have failed to take action against a man repeatedly witnessed exposing himself and masturbating in front of children after they leave school
"in a video provided to the Chronicle, the man is seen standing on the stoop of a residential building, nude except for running shoes and glasses. The man begins touching himself and appears to be talking on a phone as the person with the camera walks by.
San Francisco police officials confirmed that the department has received reports about the man, but said they could not develop probable cause for an arrest.
"I'm furious that the police refuse to arrest this guy," said David Becker, the father of a 14-year-old girl who has come into contact with the man on multiple occasions. "It's just unbelievable to me that they leave it up to the parents, or the children in this case, to fend for themselves."
"the man resembles a registered sex offender convicted in 2020 of indecent exposure after illegally entering an occupied dwelling. the chronicle could not immediately confirm that the man in the Castro district is this person.
"Becker and his wife, Renata, said their daughter and other children have witnessed the man's behavior for about a year, but only recently reported it to their parents.
"the confrontations often occur on wednesdays, when kids get out of school early and a group of 13- and 14-year-olds meet at a boba tea shop on 18th and Noe, parents said."
They might be able to get rid of him if the landlord is notified and/or if he hasn't reported a change of address to the cops as a perv.
