Maybe it's something specific to Latin America, but probably not. As Angelo Codevilla wrote in his 2009 book,

    GRA:Just a quick wrapup from me on Biden's SOTU yellfest.

    First:What Biden said he's achieved the last three years,will not be truth checked by any network thugs.No,they gave him twenty thumbs up tonight,falling over themselves in praise.

    "Feisty,"they said.

    "Awake for a change,"I said.

    But that didn't prevent him from making some comical slipups.

    About his "Affordable Care Act",Biden meant to say no Republicans supported it.
    What came out of his mouth was,"No Americans supported it."

    Another time he was yelling about some issue that Republicans favored when he boomed out,"That will not happen if I'm elected back to Congress."

    He lied plenty,describing the economy,crime and immigration as being "great,""at a low" and "under control"--in that order.

    And "it's the GOP who are standing in the way"of further improvement(of 15 million spics a year coming in,to 10 million spics a year coming in.)

    I suppose all the poll numbers(from his msm cronies)which show his approval ratings in the dumper,from Dems and GOP alike-standing at 38%--are in error.

    The guy is in denial and although the speech was less demented than other ones he's given,a lower threshold was obviously the comparison for David Muir and company to give him "it was a home run."
