    Forgiveness can be unconditional but my understanding is that normally only given when the victim receives a sincere I'm sorry from the perpetrator.

    Sincere "I'm sorry" with an admission of guilt without any qualifiers.

    I'm sorry can also mean I just feel bad without admitting you did anything wrong. Not alone adequate for forgiveness.
