It's more important to note that per Andy Ngo, it was given political asylum due to 'anti-LGBT discrimination' in El Salvador (any rational society should 'discriminate' to some degree against fags, dikes, and trannies), and 'she decided to pass on Mexico'.
I assume Ngo ritually humiliates himself by calling it 'she' in order to keep his Twitter account -- but if the US had a 'safe third country' agreement with Mexico, then 'passing on Mexico' would not have been possible, at least nominally.
