Anyway, Blacks were over-represented in nearly every federal agency, in some cases significantly so -- e.g. they are nearly 40% of Dept of Education employees.
Without affirmative action in govt employment, there would be no black middle class.
Warp Speed was put through in a manner where all normal safeguards and protocols were just set aside and forgotten. Wanton and reckless and an intolerable way to develop any sort of vaccine.
