It's the only way to get those minorities with 30s and 40s SAT scores into college.Who's going to pay for blacks/Mex--with zero aptitude in high school--to waste time in higher learning?Please don't say,"it's the(white) taxpayers."

The colored cannot pass the tested. Biased to that extent and probably no more.
